Most homeowners who start pricing a grass replacement end up choosing between two paths: a green lawn that never needs water, or a planted landscape built to live on very little of it. Rock N Block Turf N Hardscapes builds both. Over 20 years, our crews have installed more than 3 million square feet of artificial turf and designed water-wise landscapes in Nevada, Arizona, California, Colorado, Florida, and Utah, so we see how each one performs under different climates, water rules, and rebate programs.
What is Xeriscaping?
Xeriscaping is a water-conserving landscaping method built around plants suited to the local climate, efficient drip irrigation, mulch, and grouping plants by water need. It should be noted that a xeriscape is not gravel-only or maintenance-free, but rather, it is a planted yard designed to need little supplemental water.
Artificial turf solves a different problem: it gives you a usable lawn surface with no irrigation. The right choice depends on how you use your yard, where you live, and whether you want rebate money to help pay for it.
How Is It Different From Artificial Turf?
Xeriscaping replaces thirsty plants with water-efficient ones, while artificial turf replaces living grass with a synthetic surface.
Xeriscaping
Xeriscaping is defined by principles rather than a specific look. Denver Water and Colorado landscape experts built it on seven of them:
- Planning and design
- Soil improvement
- Appropriate plant selection
- Practical turf areas
- Efficient irrigation
- Mulch
- Ongoing maintenance
Because it is based on principles rather than a plant list, xeriscaping adapts to each region. In the Las Vegas and Phoenix deserts that means heat-tolerant plantings and decorative rock. In Denver it means freeze-hardy species. In Southern California and the Bay Area, Mediterranean and native plantings fit the climate.
Artificial Turf
Artificial turf is a synthetic grass surface installed over a compacted, draining base. Rock N Block’s turf lineup, including Rockn-80, Natural-100, Modern-103, and the Rockn Putt-85 putting surface, uses V- and Z-shaped blades with Hydroflow or Optimum Flow drainage backing so rain and pet urine pass through. High-quality synthetic lawns typically last 15 to 25 years with proper care.
| Xeriscaping | Artificial Turf | |
| What it replaces | High-water plants and lawn | Living grass |
| Ongoing water | Low (drip irrigation for plants) | No routine irrigation |
| Living plants | Yes | No |
| Best for | Planted beds, front yards, rebate-driven conversions | Play areas, pet areas, putting greens, usable lawn space |
| Rebate eligibility | Programs in every market we serve | Limited (see rebate section) |
How Much Water and Energy Does Each Method Save?
Both methods cut outdoor water use sharply compared with a traditional lawn. The difference is in how they handle heat and what the water savings depend on.
Water Savings
- Grass is the biggest water user in a desert yard: The Las Vegas Valley Water District says grass in the Mojave Desert needs about 73 gallons per square foot per year.
- Water-smart landscaping cuts that dramatically: The Southern Nevada Water Authority (SNWA) says converting to water-smart landscaping can reduce water use by 50 to 80 percent.
- The numbers hold in Southern Utah too: The Washington County Water Conservancy District estimates a typical lawn uses about 37 gallons per square foot per year, while water-efficient landscaping uses around 9.
Artificial turf needs no routine irrigation at all, so the turf area itself drops to near zero outdoor water use. A xeriscape still uses some water through drip lines, but drip delivers it directly to the roots, and mulch cuts surface evaporation by about half.
Heat and Energy
Neither option needs a mower, and both cut the sprinkler runtime a lawn requires. Heat is where the two differ, and it is worth planning for:
- A University of Nevada, Las Vegas and Desert Research Institute study found the maximum surface temperature of green artificial turf ran about 69°F higher than irrigated natural grass.
- A University of Florida (UF/IFAS) study found that rock- and mulch-heavy xeriscapes were also much hotter than grass, while xeriscapes with more plant cover stayed cooler.
The practical takeaway: plant cover and shade matter in both designs. Shade trees, patio covers, and planted borders around turf keep a yard comfortable through summer.
What Rebates Are Available in Rock N Block’s Service Areas?
Rebates are one of the clearest differences between these two methods. In most of the markets we serve, rebate money follows living plants, not synthetic turf. Las Vegas and St. George are the main exceptions, and even there, turf only counts as part of a planted conversion.
Rebate amounts change often. Every program below requires approval before you remove any grass.
| Market | Program | Residential Rate | Artificial Turf? |
| Las Vegas, NV | SNWA Water Smart Landscapes | $5/sq. ft. for the first 10,000 sq. ft. of functional turf, $2.50 after; Las Vegas Valley Water District customers can add $2/sq. ft. | Yes, if permeable, with 50% living plant cover and drip irrigation |
| Henderson, NV | City supplement to SNWA | One-time $575, plus $50 per qualifying tree on top of SNWA’s $100 | Follows SNWA rules |
| St. George, UT | Washington County Water Conservancy District | $2/sq. ft., plus $1/sq. ft. on the first 1,000 sq. ft. for projects completed June 9, 2026 to June 1, 2027 | Allowed as mulch between planted areas; not a turf program |
| Phoenix metro, AZ | City by city (example: Chandler) | Chandler: $1.50/sq. ft., up to $2,000 | Chandler excludes areas converted to turf |
| Orange County & San Diego, CA | SoCal Water$mart (Metropolitan Water District) | Starts at $2/sq. ft.; some cities add more | No |
| Santa Clara County, CA | Valley Water Landscape Rebate | $2/sq. ft. | No |
| Denver, CO | Denver Water; Aurora Water | Denver Water: up to $750; Aurora: $3/sq. ft. plus free designs | Generally no in Front Range programs |
| Tampa, FL | Florida-Friendly Landscaping Incentive Program (FLIP) | Rebate for qualified expenses after three workshops | No (plant-based conversions) |
A few details that catch homeowners off guard:
- Las Vegas conversions require a conservation easement: SNWA’s rebate is tied to an easement that keeps the converted area water-smart permanently, and selling the home before the easement is recorded forfeits the rebate.
- Denver Water’s 2026 slots filled early: Its residential turf replacement rebate reached capacity for the year, so Denver-area homeowners should look at Aurora or their own utility, or plan for the next cycle.
- SoCal programs require plants: SoCal Water$mart conversions need at least three plants per 100 square feet and an upgrade away from overhead spray sprinklers.

Design Ideas for Xeriscaping, Artificial Turf, or Both
You don’t have to pick one method for the whole yard. Many of our strongest projects combine them, and in Las Vegas and St. George, combining them is how turf becomes part of a rebate-eligible design.
Xeriscape Design Ideas
- Hydrozones: Group plants by water need so thirstier plants sit together near the house and the toughest ones go along the edges.
- Decorative rock and boulders: We install landscaping rock, boulders, and ground cover over weed barrier, graded so water drains away from your home.
- Regional plant palettes: Desert and drought-tolerant plants for Las Vegas, Phoenix, and Southern Utah; Mediterranean and native plantings for Southern California and the Bay Area; freeze-hardy species for Denver.
- Permeable hardscape: SNWA accepts ungrouted pavers as a qualifying surface, so a paver path or seating area can sit inside a rebate conversion.
- Shade first: Trees and patio covers make a xeriscape usable in summer and reduce surface heat.
Artificial Turf Design Ideas
- Pet runs: Our pet turf drains quickly and holds up to daily use.
- Backyard putting greens: A dedicated putting surface turns unused lawn into something you’ll actually use.
- Play lawns: A soft, green surface for kids without the water bill.
- Hard-to-water spots: Small shaded areas where grass won’t grow are a natural fit for turf.
The Hybrid Yard
A turf panel framed by xeriscape beds gives you a usable lawn and a planted landscape in one design. In Las Vegas, that layout can meet SNWA’s 50 percent living plant cover requirement. In Washington County, turf can serve as the mulch between planted areas. Browse finished projects in our artificial grass gallery.
Maintenance, Lifespan, and Home Value
Maintenance
Artificial turf needs light, regular care: clear leaves and debris, rinse with a hose, brush the blades about once a month to keep them upright, and clean up pet waste promptly. Our artificial grass maintenance guide and tips on preventing weeds around turf cover the details.
Xeriscapes still need some upkeep. Expect seasonal weeding, pruning, and adjusting drip irrigation as plants mature.
Lifespan and Warranty
| Artificial Turf | Xeriscape | |
| Expected life | 15 to 25 years | Plants mature and fill in over time |
| Rock N Block warranty | 25-year material + 3-year labor | Plants and trees: 30-day installation warranty; irrigation systems: 1-year warranty |
Rock N Block’s “lifetime” turf warranty is defined as a 25-year limited material warranty plus 3 years on labor. Warranties are non-transferable. Full terms are on our warranty page.
Home Value
In the desert markets we serve, water rules increasingly shape what buyers expect from a yard. Henderson has banned new natural grass in residential front yards. In Southern Nevada, it becomes illegal on January 1, 2027, to irrigate decorative, non-functional grass with Colorado River water delivered by SNWA member agencies. Both turf and xeriscaping give buyers a yard that already fits those rules.
If you take an SNWA or Washington County rebate, the converted area is meant to stay water-efficient for future owners. Factor that into your plans if you might want grass back later.
Where Each Method Works Best
Artificial turf works in every market we serve. Xeriscaping works across our desert and dry-climate markets: Las Vegas, Phoenix, Southern Utah, Southern California, the Bay Area, and Colorado’s Front Range.
Tampa is a different case. Florida’s version of water-wise landscaping is called Florida-Friendly Landscaping, and the City of Tampa launched an incentive program for it in 2026 during regional drought conditions. Gulf Coast designs focus on humidity- and rain-tolerant plants and drainage rather than desert plantings, which is how we approach Tampa projects.

Frequently Asked Questions
Are landscape rebates taxable?
They can be. The City of Henderson notes its turf rebate may be reportable as taxable income, and SNWA’s agreement makes the applicant responsible for any tax liability on rebate payments. Check with a tax professional.
What happens to my SNWA rebate if I sell my house?
If you sell before SNWA records the conservation easement, you forfeit the rebate. Once recorded, the easement stays with the property, so the converted area must remain water-smart under future owners.
Does artificial turf need any water at all?
It doesn’t need irrigation. An occasional rinse with a hose helps clear dust and pet odors, and that is the only water most turf lawns use.
Is artificial turf a good choice for pets?
It can be, with planning. Pet turf drains urine through the backing and is easy to rinse. Because turf gets hot in direct sun, pair pet areas with shade from a tree or patio cover.
Can I start removing grass before my rebate is approved?
No. SNWA, Valley Water, Chandler, and the other programs listed above require a pre-approval or pre-conversion inspection, and starting early makes the project ineligible.
